This award is available for U.S. undergraduate students who are 23 years of age or younger. Students must be a dependent child of an active duty personnel, reserve/guard, or a retired military member. Dependent children of employees of DoD, NOAA (National Oceanic and Atmospheric Administration), Public Health Services or other federal or military related agencies or activities are not eligible unless they also meet the above requirement. Students must also have a cumulative grade point average of 3.0 or higher and not be married.

The amount of each award varies annually. The award will be a minimum of $1,500 annually, non-renewable. Applicants can reapply for the award each year. Except in extremely unusual circumstances, the awards cannot be deferred for future use; the awards must be used for educational expenses incurred during the current academic year.
- The number of awards offered varies annually. One scholarship will be awarded at every commissary location where qualified applications are received. More than one scholarship per commissary may be available based on response and funding. In previous years, approximately 500 awards were given.
