This award is available for U.S. teachers who wish to undertake work for a graduate degree with a focus on the U.S. constitution on a part-time basis. Each fellow is required to attend a four-week Summer Institute on the Constitution held in July at Georgetown University and must agree to teach constitutional issues or history for at least one year following his/her graduation.

The maximum amount of each award is $24,000, prorated over the period of study. In no case shall the award exceed $12,000 for one academic year of study. Normally, fellows receive less than the maximum amount. Payments are made only for the actual costs of tuition, required fees, books, and room & board; and are made only for the minimum number of credits required for the award of the degree for which a fellow is registered. Each fellow must make satisfactory progress toward the degree, remain in good academic standing, and complete the degree study within the amount of time indicated above.
- The foundation awards 53 fellowships annually. The foundation selects at least one fellow, either junior or senior, from each state; the District of Columbia; the Commonwealth of Puerto Rico; and (considered as a single entity) Guam, the U.S. Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. Funds permitting, more than one fellowship may be awarded in jurisdictions with larger populations.
