This award is available for U.S. students who are about to complete, or have completed, their undergraduate course of study and plan to begin graduate work on a full-time basis. Each fellow is required to attend a four-week Summer Institute on the Constitution held in July at Georgetown University and must agree to teach constitutional issues or history for at least one year following his/her graduation.

$12,000 annually, renewable for one additional year for a total award of $24,000. Normally, fellows receive less than the maximum amount. Payments are made only for the actual costs of tuition, required fees, books, and room & board; and are made only for the minimum number of credits required for the degree for which a fellow is registered. Each fellow must make satisfactory progress toward the degree, remain in good academic standing, and complete graduate study within the two-year time period.
- The foundation awards 53 fellowships annually. The foundation selects a minimum of one fellow, either junior or senior, from each state, the District of Columbia, the Commonwealth of Puerto Rico, and (considered as a single entity) Guam, the U.S. Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. Funds permitting, more than one fellowship may be awarded in jurisdictions with larger populations.
