High school seniors and current college freshmen and sophomores with a grade point average of 3.0 or higher and an SAT score of 1000 or higher or an ACT score of 21 or higher are eligible to apply for this award. Students must be available to work in the Washington, D.C. area during their periods of employment (usually summer breaks).

Scholars selected for the program are provided an annual salary; a benefits package that includes health insurance, life insurance, and retirement; and up to $18,000 per school year for tuition, fees, books and supplies. The award is renewable as long as the recipient maintains full-time enrollment during the academic year (fall and spring semesters) and a grade point average of 3.0 or higher.
