High school graduates who are Faulkner County, AR residents living at or near the poverty level and are single parents with sole custody of one or more children under 18 are eligible for this award. Students must be the head of the household and be pursuing a career-oriented course of study in order to ensure a better standard of living with a grade point average of 2.5 or higher.

Full-time students will receive $750 per semester during the fall and spring semesters; part-time students may earn up to this amount. All students will receive $375 for the summer semester. The student may reapply each semester he/she is attending school, but he/she must fill out a renewal application for each semester an award is sought. Scholarships may be used for tuition, books, utility bills, car maintenance, childcare, or any other financial need that contributes to the recipient's success in school.
- The number of recipients for this program varies according to the number of college students meeting the eligibility requirements in any given year. Last year, 36 awards were given.
