This award is for U.S. undergraduate students who are currently attending or planning to attend a public, state-supported postsecondary institution in Virginia. The student must be a child or spouse of a military service member who was killed, missing in action, taken prisoner, or who became at least 90 percent disabled as a result of military service in an armed conflict.

This program waives tuition and fees at eligible Virginia postsecondary institutions for up to four years. The student must recertify his/her eligibility each year. In addition, a stipend of up to $1,500 to offset the costs of room, board, books, and supplies is available, contingent on funding. For the 2012-2013 academic year, sufficient funds were appropriated for up to 833 students to receive the maximum stipend.
